In addition you will assist the Director of Preconstruction and/or Chief Estimator with final bid closeout.   Job Responsibilities: - Pre-Estimate - Participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development - Participates in the Estimate Plan meeting. Ensures that the strategy developed in the Estimate Plan is achievable within the time and resource constraints, considers multiple viewpoints to generate the win-strategy, and evaluates risks in a corporately responsible manner - Review proposal specifications and drawings to determine scope of work and required contents of estimate - Ability to determine the level of resources required to estimate a project and assist the Director of Preconstruction and/or Chief Estimator with resource assignments - Estimate Development - Leads a team of estimators assigned to a proposal - Create the project General Conditions - Effectively establish bid strategies required for the company to be successful - In addition to preparing detailed cost estimates, is responsible for reviewing the overall estimate and other team members estimates - Prepares master estimate format for the estimating team, including but not limited to, work breakdown structures (WBS), forecasted wage rates, etc. - Ability to create estimates at various levels of design - Review and understand the construction project schedule - Develop detailed scope of work clarifications and assists in the overall review of final document - Coordinate pre-bid site visits - Conducts precon-only estimate reviews prior to ops reviews - Participates in ops estimate review meetings - Assess Value Engineering options on a basis of cost, schedule, and constructability. Provide recommendation on best solution - Ability to estimate self-perform scopes of work - Ability to identify risk issues and their order of magnitude - Engages in specific RFI’s if estimate lead requires support - Establishes bid strategies for the company to be successful - Review design options and recommend best solution based on cost, engineering quality, method of construction, construction schedule, etc. - Subcontractor Management - Assist in preparation and review final bid packages to ensure accuracy and completeness, prior to formal quotation - Builds and maintains subcontractor relationships - Develops overarching subcontractor search and communication strategy and ensures consistency in sub engagement teams adhering to that strategy. Ensures that at least three (3) quotes are received per bid package, unless otherwise agreed to by the proposal leader - Verifies that only qualified subcontractors are considered in final subcontractor selection - Meets with local subcontractors as needed - Organizes and leads pre-bid meetings, if required - In conjunction with the Director of Preconstruction, develops process flows when necessary and ensures adherence of team members - Develops standardized documents and ensures use of those documents - Ensures subcontract market has a positive experience with Haskell during the preconstruction phase. Identifies and communicates opportunities for improvement, if necessary - Identifies subcontractors who have a competitive advantage and develops key relationships to employ those advantages - Works with the Business Diversity Coordinator when proposing on federal or public sector agency projects to develop a Small and/or WMBE business participation engagement plan that complies with project requirements - Receives quotes and conducts subcontractor analysis. Organizes and leads scope review meetings. Makes recommendation for selection - Ensures selected subcontractor is a corporately responsible selection - Assists the Project Director with the development of the Risk Register - Assists with the contract manual/bid book development - Maintain strong, supportive relationships with our internal and external clients by providing outstanding customer service - Participate and coordinate design scope reviews throughout the preconstruction progression - Post Estimate - Establishes and/or participates with the development of the project budget development - Ensures that the budget submitted to accounting complies with corporate cost coding standards - Participates in scope review meetings, if applicable - Assists in subcontractor selection - Participates in lessons learned meeting at project close. Understands budget underruns and overruns, and communicates those lessons learned to the precon department - May assist the Project Management team with change orders - Follow projects during construction by site visits and various meetings to track cost accuracy - Database Management - Assists with maintaining historical cost data. Maintain files of working documents as back-up for estimate figures, including current (accurate) information on prices from suppliers through direct contact, price lists, etc. - Assists with the maintenance of the preferred subcontractor database - Assists with the maintenance of the bid forms and bid packages database - Responsible or assists with the development and ensures maintenance of estimating database - Training - Trains Preconstruction staff and other personnel as needed - Assists with the development and maintenance of training program - Assists with employee performance reviews - Responsible and/or assists Director of Preconstruction with employee career development - Travel - Meets with local subcontractors, attends bid walks, project site visits and attends conferences as necessary - Visits active construction projects as appropriate - Approximate travel time required, 10-25% - Miscellaneous - Leads Estimating Resources - Ensures the preconstruction process is being communicated and utilized - Must possess strong leadership qualities and communication skills - Assists with employee performance reviews and employee career development - Proven experience with Design-Build and CMAR project delivery methods - Support other department personnel as required, which may include preparing estimates in other disciplines - Work closely with the Project Director and/or Chief Estimator for the overall coordination and preconstruction progression - Perform other duties as assigned Education/Experience: - Bachelor of Science Degree in Engineering, Construction Management or accredited construction related curriculum preferred - Minimum of 5 years of estimating experience or 15 years of related experience in the construction industry - Experience in estimating, scheduling, budget/cost control, construction, external & internal client relationships, strong subcontractor & vendor relationships/knowledge, computer skills, interpersonal skills Specific Knowledge, Skills, License, Certifications: - Knowledge of estimating software (preference for Beck Destini, Accubid, Bluebeam, InSite, etc.) - Excellent computer skills and familiarity with Microsoft Office suite programs - Excellent written and verbal communication skills - Ability to understand owner/engineer requirements with ability to work with conceptual information - Strong organizational and leadership skills - Demonstrated success in managing preconstruction pursuits - Ability to train others and monitor their work for quality and completeness - Demonstrated success in managing support staff - Knowledge of industry standard bid practice - Ability to communicate effectively with internal clients, external clients, and subcontractors Haskell offers a very robust and comprehensive benefits package! The Construction & Manufacturing Team is responsible for providing the field management personnel, from the craft worker to the Project Superintendent. The Construction & Manufacturing Team also provides the team member with logistical support; including but not limited to establishing per diem rates, company trucks for superintendents, and the coordination of arrival for team members as needed on the project. The Construction & Manufacturing Team provides continual training for our team members to support their development from entry-level craft workers, via in-house/online courses, to local jurisdiction apprenticeship programs. Strong networks are formed on construction projects because everyone on the team depends on each and every team member to get the job done.   In this role, as a Continuous Improvement Manager (CI), you will be responsible for driving efficiency, quality improvement, change management and innovation throughout our modular construction processes. Your primary focus will be on incorporating design changes, leveraging lessons learned, and implementing effective change management strategies.   Job Responsibilities: - Design Change Management: Collaborate with cross-functional multinational teams to identify and evaluate programmatic design changes required for modular construction projects. Develop and implement processes to ensure seamless integration of design changes, minimizing disruption and maximizing efficiency. - Design changes are generated through the Lessons Learned Process, Client Modifications, Optimization Efforts. - Change management will include the preparation of design change orders tracking approvals, communicating across the team, and confirming implementation. - Tracking will include "roll-out" schedule. Changes on program have target projects for coordinate with the team to implementation. CI Manager to determine when changes will be implemented. - Lessons Learned/ Continuous Improvement Analysis: Conduct thorough analysis of completed modular construction projects to identify areas of improvement and capture lessons learned. Utilize this knowledge to develop best practices, standardize processes, and enhance overall project performance. - Much of the Continuous Improvement (CI) List is generated here. - All project teams conduct CI discussions on a regular basis. - CI Manager to lead efforts and track initiatives. - Change Management: Lead change management initiatives to drive continuous improvement. Develop and implement strategies to effectively communicate and manage change, ensuring smooth adoption of new processes and technologies. - Work with team to establish protocol. - Guide implementation efforts with multiple manufacturers and construction project teams - Drive excellence in change management - Process Optimization: Identify opportunities for process optimization and efficiency gains throughout the modular construction lifecycle. Collaborate with stakeholders to streamline workflows, eliminate bottlenecks, and enhance productivity. - In addition to processes the CI manager will lead R&D efforts as required. R&D efforts will span across disciplines. - Coordinate with Client program manager and internal design manager(s) to get approvals on R&D efforts. - Data Analysis and Reporting: Utilize data-driven insights to monitor and evaluate performance metrics related to modular construction. Prepare regular reports and presentations to communicate findings, trends, and recommendations to senior management. - Training and Development: Identify training needs and develop programs to enhance the skills and knowledge of team members involved in modular construction. Foster a culture of continuous learning and improvement. Education/Experience: - Bachelor's degree in Engineering, Change Management, Construction Management, or a related field. Advanced degree preferred. - Proven experience a continuous improvement or process optimization role. Modular or off-site construction would be preferred. The Chief Estimator is responsible for managing and training department resources.   Job Responsibilities:  - Pre-Estimate: - Manages or participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development. - Manages or participates in the Estimate Plan meeting.
