Ensures that the strategy developed in the Estimate Plan is achievable within the time and resource constraints, considers multiple viewpoints to generate the win-strategy, and evaluates risks in a corporately responsible manner. - Maintains Preconstruction Schedule in conjunction with coordinating/assigning resources. - Estimate Development: - Manages and assigns resources required for multiple pricing efforts. - When in the lead estimator role, leads team of estimators assigned to a proposal. - Ensures estimating team has the necessary tools, information, and resources to accomplish the goals of the estimate plan. If any are lacking, responsible for filling the voids prior to estimate submission.  - Engages proposal leader or design manager if design milestones are not met. - Establishes bid strategies for the company to be successful. - Engages in specific RFI’s if estimate lead requires support. - Ability to identify risk issues and their order of magnitude. - Ability to estimate and review self-perform scopes of work. - Ability to create conceptual estimates. - Conducts and/or participates in final review of clarifications document. - Ensures estimate is compliant with RFP documents. - Conducts precon-only estimate reviews prior to ops reviews. - Participates in ops estimate review meetings. - Assess Value Engineering options on a basis of cost, schedule, and constructability. Provide recommendation on best solution. - Review and understand the project schedule.  - Subcontractor Management: - Builds and maintains subcontractor relationships. - Develops overarching subcontractor search and communication strategy and ensures consistency in sub engagement teams adhering to that strategy. Ensures that at least three (3) quotes are received per bid package, unless otherwise agreed to by the proposal leader. - Verifies that only qualified subcontractors are considered in final subcontractor selection. - Meets with local subcontractors as needed. - Organizes and leads pre-bid meetings, if required. - In conjunction with the Director of Preconstruction, develops process flows when necessary and ensures adherence of team members. - Develops standardized documents and ensures use of those documents. - Ensures subcontract market has a positive experience with Haskell during the preconstruction phase. Identifies and communicates opportunities for improvement, if necessary.  - Identifies subcontractors who have a competitive advantage and develops key relationships to employ those advantages. - Works with the Business Diversity Coordinator when proposing on federal or public sector agency projects to develop a Small and/or WMBE business participation engagement plan that complies with project requirements. - Ensures selected subcontractor is a corporately responsible selection. - Assists the Project Director with the development of the Risk Register. - Assists with the contract manual/bid book development. - Maintain strong, supportive relationships with our internal and external clients by providing outstanding customer service. - Post Estimate: - Establishes and/or participates with the development of the project budget development. - Ensures that the budget submitted to accounting complies with corporate cost coding standards. - Participates in scope review meetings, if applicable. - Assists in subcontractor selection. - Participates in lessons learned meeting at project close. Understands budget underruns and overruns, and communicates those lessons learned to the precon department. - May assist the Project Management team with change orders. - Follow projects during construction by site visits and various meetings to track cost accuracy. - Database Maintenance: - Responsible for maintaining historical cost data. Maintain files of working documents as back-up for estimate figures, including current (accurate) information on prices from suppliers through direct contact, price lists, etc. - Responsible for development and ensures maintenance of estimating database. - Responsible and/or assists with the maintenance of the lessons learned database. - Training: - Trains Preconstruction staff, APM’s, PM’s, and other personnel as needed. - Responsible for development and maintenance of training program. - Responsible and/or assists with employee performance reviews. - Responsible and/or assists Director of Preconstruction with employee career development. - Misc: - Manages Estimating Resources. - Ensures the preconstruction process is being communicated and utilized. - Must possesses strong leadership qualities and communication skills. - Coordinates with preconstruction professionals from other project delivery groups to ensure consistency in systems, methods, processes, and standards. Maximizes project cash flow through invoicing and collections - Prepares and secures owner acceptance of contract change orders. Issues modifications to subcontracts and purchase orders after owner acceptance and updates budget in the summary cost report - Manages payments to subcontractors and vendors, including reviewing and approving schedules of value, pay requisitions, invoices, and required insurance coverage - Manages subcontractor and supplier performance issues including documentation, default notices, and replacement, if necessary - Reviews and monitors project progress, quality and safety. Inspections may occur at the client’s site or at a vendor for specialty equipment. Prepares inspection reports. - Performs equipment submittal reviews and responds to the contractor and/or vendor Requests for Information (RFIs). - Perform bid analysis for vendor services or equipment quotes. - Provides timely solutions to field problems and prepares field orders, addenda, and record drawings. - Effectively manages project startup, commissioning, verification, and closeout tasks. - Project Management - Coordinates work with other disciplines. Performs interdisciplinary coordination checks to minimize deficiencies, errors, and omissions in drawings and specifications. - Assists the project team with the identification of process partners (equipment & automation) and pre-qualifies them for appropriate services. - Monitors client requests against the proposal and known scope of work. Develops engineering change notices under the direction of the Project Manager - Assigns and monitors the tasks of junior engineers and designers. - Planning, Scheduling, and Profitability - Creates a discipline work plan for assigned projects. Monitors workload status, advising supervisor of difficulties in accomplishing schedules. - Plans production and prepares man-hour estimates for project effort for all work in process discipline. Develops process-related budgets under the direction of the Project Manager - Produces pricing and proposal presentation documents and outlines specifications. - Assists in coordinating information with and monitoring efforts/costs of discipline-related outside consultants. - Assists the project team in RFP responses, developing proposals including the preparation of conceptual estimates, schedules, and other proposal documents. Negotiates scheduling conflict resolution among design disciplines and between design and construction staff - Strategy - Participates in developing and executing “win strategy” for proposals - Participates in marketing and business development efforts as assigned - Seeks innovative ways to provide the design deliverables - Directs and is accountable for development of and compliance with a comprehensive and cohesive drawing and specifications production strategy - Participates in formulation of design project management corporate policies and procedures - Leadership - Supervises personnel assigned to project - Maintain all project communications through regular review meetings - Ensures all design contractual requirements are satisfied - Provides leadership in project teaming and integration of design and construction staff - Negotiates issue resolutions among design disciplines and between design and construction - Administrative duties as assigned including performance reviews and career development - Participates in applicable corporate quality programs for assigned projects - Participates in AE and corporate policies, procedures, committees and initiatives when assigned - Participates in project closeout, post construction review process and warranty responses - Ensuring all relevant design documents reside on the network in appropriate folders - Responsible for archiving of AE documents Education/Experience: - A minimum of 10 years of process design-related experience and 3 years of design project management - Four-year engineering degree in either Chemical Engineering, Mechanical Engineering, or Electrical Engineering Specific Knowledge, Skills, License, Certifications: - Professional engineering registration preferred. - Strong knowledge of processing lines and concepts for the food and beverage industry - Knowledge and firsthand experience with developing PFDs, P&IDs, equipment arrangements, and mass-balance calculations - Knowledge and experience in controlling project scope, schedules, budgets, and resource planning. - Experience running multi-disciplined teams of engineers and designers on a project basis. - Knowledge of vendor qualification, procurement, and administrative practices - General knowledge of AE&C practices, coordination, and execution - Negotiation and relationship development skills with clients - Working knowledge of related regulatory, oversight, and advisory agencies: FDA, USDA, EPA, PMO, 3A, GMPs, SPS, SSOP, and HACCP - Strong verbal and written communication skills Haskell offers a very robust and comprehensive benefits package!
