We promote an environment that encourages innovative ideas and allows you to develop the best “how” to get the job done.   In this role the Chief Estimator is the primary member of the estimating team who has overall responsibility for the planning and development of estimates.  In addition, the Chief Estimator leads the development of and adherence to preconstruction standards and processes.  The Chief Estimator has the ultimate responsibility of managing and reviewing all estimates before issuance, identifying areas of improvement for preconstruction team members, and providing the training necessary to develop their career. The Chief Estimator is responsible for managing and training department resources.   Job Responsibilities:  - Pre-Estimate: - Manages or participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development. - Manages or participates in the Estimate Plan meeting. Ensures that the strategy developed in the Estimate Plan is achievable within the time and resource constraints, considers multiple viewpoints to generate the win-strategy, and evaluates risks in a corporately responsible manner. - Maintains Preconstruction Schedule in conjunction with coordinating/assigning resources. - Estimate Development: - Manages and assigns resources required for multiple pricing efforts. - When in the lead estimator role, leads team of estimators assigned to a proposal. - Ensures estimating team has the necessary tools, information, and resources to accomplish the goals of the estimate plan. If any are lacking, responsible for filling the voids prior to estimate submission.  - Engages proposal leader or design manager if design milestones are not met. - Establishes bid strategies for the company to be successful. - Engages in specific RFI’s if estimate lead requires support. - Ability to identify risk issues and their order of magnitude. - Ability to estimate and review self-perform scopes of work. - Ability to create conceptual estimates. - Conducts and/or participates in final review of clarifications document. - Ensures estimate is compliant with RFP documents. - Conducts precon-only estimate reviews prior to ops reviews. - Participates in ops estimate review meetings. - Assess Value Engineering options on a basis of cost, schedule, and constructability. Provide recommendation on best solution. - Review and understand the project schedule.  - Subcontractor Management: - Builds and maintains subcontractor relationships. - Develops overarching subcontractor search and communication strategy and ensures consistency in sub engagement teams adhering to that strategy. Ensures that at least three (3) quotes are received per bid package, unless otherwise agreed to by the proposal leader. - Verifies that only qualified subcontractors are considered in final subcontractor selection. - Meets with local subcontractors as needed. - Organizes and leads pre-bid meetings, if required. - In conjunction with the Director of Preconstruction, develops process flows when necessary and ensures adherence of team members. - Develops standardized documents and ensures use of those documents. - Ensures subcontract market has a positive experience with Haskell during the preconstruction phase. Identifies and communicates opportunities for improvement, if necessary.  - Identifies subcontractors who have a competitive advantage and develops key relationships to employ those advantages. - Works with the Business Diversity Coordinator when proposing on federal or public sector agency projects to develop a Small and/or WMBE business participation engagement plan that complies with project requirements. - Ensures selected subcontractor is a corporately responsible selection. - Assists the Project Director with the development of the Risk Register. - Assists with the contract manual/bid book development. - Maintain strong, supportive relationships with our internal and external clients by providing outstanding customer service. - Post Estimate: - Establishes and/or participates with the development of the project budget development. - Ensures that the budget submitted to accounting complies with corporate cost coding standards. - Participates in scope review meetings, if applicable. - Assists in subcontractor selection. - Participates in lessons learned meeting at project close. Understands budget underruns and overruns, and communicates those lessons learned to the precon department. - May assist the Project Management team with change orders. - Follow projects during construction by site visits and various meetings to track cost accuracy. - Database Maintenance: - Responsible for maintaining historical cost data. Maintain files of working documents as back-up for estimate figures, including current (accurate) information on prices from suppliers through direct contact, price lists, etc. - Responsible for development and ensures maintenance of estimating database. - Responsible and/or assists with the maintenance of the lessons learned database. - Training: - Trains Preconstruction staff, APM’s, PM’s, and other personnel as needed. - Responsible for development and maintenance of training program. - Responsible and/or assists with employee performance reviews. - Responsible and/or assists Director of Preconstruction with employee career development. - Misc: - Manages Estimating Resources. - Ensures the preconstruction process is being communicated and utilized. - Must possesses strong leadership qualities and communication skills. - Coordinates with preconstruction professionals from other project delivery groups to ensure consistency in systems, methods, processes, and standards. Receives and shares best practices across groups. - Conducts and/or assists with employee performance reviews and employee career development. - Proven experience with Design-Build and CMAR project delivery methods. - Support other department personnel as required, which may include preparing estimates in other disciplines. - Perform other duties as assigned. - Travel: - Meets with local subcontractors, attends bid walks, project site visits and attends conferences as necessary. - Visits active construction projects as appropriate. - Approximate travel time required, 10-25% of time.   Education/Experience: - Bachelor of Science Degree in accredited construction related curriculum, such as Civil Engineering, Construction Management or equivalent - 10 years of experience; or 15 years relevant experience in the construction industry.   Specific Knowledge, Skills, License, Certifications: - Experience in estimating, scheduling, budget/cost control, construction, external & internal client relationships, strong subcontractor & vendor relationships/knowledge, computer skills, interpersonal skills. - Knowledge of estimating software (preference for Beck Destini, Accubid, Bluebeam, InSite, etc.) - Excellent computer skills and familiarity with Microsoft Office suite programs - Excellent written and verbal communication skills. - Ability to understand owner/engineer requirements with ability to work with conceptual information. - Strong organizational and leadership skills. - Demonstrated success in managing preconstruction pursuits. - Ability to train others and monitor their work for quality and completeness. - Demonstrated success in managing support staff. - Knowledge of industry standard bid practice. - Ability to communicate effectively with internal clients, external clients, and subcontractors. The Construction & Manufacturing Team is responsible for providing the field management personnel, from the craft worker to the Project Superintendent. The Construction & Manufacturing Team also provides the team member with logistical support; including but not limited to establishing per diem rates, company trucks for superintendents, and the coordination of arrival for team members as needed on the project. Our Packaging Team supports several facets by providing master planning, design, execution, and start-up services for packaging systems. Clients are manufacturers in the Food and Beverage; Beer, Wine, and Spirits; and Consumer Products market segments. Our Engineering Manager will provide engineering expertise and guidance to the Design Engineers, and will make sure that the project is technically sound, on schedule, and within cost.   Job Responsibilities: - Ensure the development and implementation of design standards - Use knowledge and past experience to develop solutions to our customer's packaging challenges - Supervise cost, scheduling, and purchasing of equipment and services - Supervise technical personnel assigned to the project - Ensure the development of existing staff - Establishing and maintaining project files - Preparing purchase requisitions and purchase orders - Vendor negotiations - Establishing resource schedules and assigning work - Supervising installation and start-up teams - Understand and determine customer needs and define services needed to provide an effective project - Develop proposals - Monitor cash flow of project - Change management - Develop personal technical skills as well as those of co-workers Education/Experience: - Degreed Engineer from ABET Accredited 4-year program with 10 years of experience in packaging and production systems and/or automated manufacturing systems and the food, pharmaceutical, beverage, or consumer products industry is required Haskell offers a very robust and comprehensive benefits package!
