As an employee-owned company with an ownership culture, we work together for the benefit of our clients and each other.   In this role you will aid teams of preconstruction professionals to develop an internal estimate, engage subcontractors, analyze bids, and compile an estimate.   Job Responsibilities: - Pre-Estimate: - Participates in Estimate Plan meeting and aids the preconstruction team as assigned. - Participates in pre-bid meetings and site visits. - Estimate Development: - Helps in compiling work products from multi-disciplinary estimators into a single complete estimate. - Helps ensure that the estimating team has the necessary information to develop the estimate. If information is lacking, then is responsible for communicating that need to the estimate lead. - Assists or manages RFI lists (subcontractor, internal, and/or owner), as required per proposal. - Assists with the appropriate resources to determine the project specific tax and insurance requirements. - Helps ensure that clarifications are complete and compiled into a single document. - May assist with owner bid form and coordinates with marketing for inclusion in the formal proposal. - Reviews RFP requirements to help determine compliance. Responsible for communicating to estimate lead when deviations exist.  - During estimate review, leads discussion on scopes-of-work estimated. - Subcontractor Management: - Helps build and maintain subcontractor relationships. - Helps develop subcontractor search and communication strategy and helps ensure that the sub engagement team adheres to that strategy. - Helps, manages, or participates with the development of the subcontractor/vendor bid list. - Helps ensure only qualified subcontractors receive bid documents. - Meets with local subcontractors as needed. - Organizes and leads pre-bid meetings, if required. - Helps develop and distribute subcontractor bid packages, including but not limited to, NDA’s, RFP, drawings, scopes-of-work, bid forms, contract attachments, schedules, and site logistics plans. Coordinates with operational resources, as needed, to ensure completeness of bid packages.    - Works with the Business Diversity Coordinator when proposing on federal or public sector agency projects to develop a Small and/or WMBE business participation engagement plan that complies with project requirements. - Receives quotes and conducts subcontractor analysis. Organizes and leads scope review meetings for scopes of work estimated by Precon Specialist.  Makes recommendation for selection.    - Post Estimate: - Helps submit project budget to accounting. - Participates in scope review meetings, if applicable. - Assists in subcontractor selection. - Assists Project Management team with compiling scope-of-work documents for contractual agreements. - Assists with compiling lessons learned for the precon phase, if applicable. - Participates in lessons learned meeting at project close. Helps understand budget underruns and overruns, and communicates those lessons learned to the precon department. - Database Maintenance: - Helps maintain preferred subcontractor database. - Helps maintain bid forms and bid packages database. - Helps maintain cost history database. - Helps maintain estimating database. - Helps maintain lessons learned database.  - Travel: - Meets with local subcontractors, attends bid walks, and attends conferences as necessary. - Expected travel 5-20% - Misc: - Perform other duties as assigned. - Level II Additional Responsibilities: - May create and lead the Estimate Plan meeting with the oversight of the lead estimator. - Ability to lead an estimate with minimal supervision. - Transitions from a support role to a lead role. - Develops general conditions estimate with the oversight of the lead estimator. - Participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development. - If information is lacking, then is responsible for communicating the need to the proposal leader, design team, or customer, as required for that proposal. - If in the lead estimator role, assists with the development of lessons learned for the preconstruction phase. Education/Experience: Preconstruction Specialist Level I: - Bachelor of Science Degree in accredited construction related curriculum, such as Civil Engineering, Construction Management or equivalent or 5 years of relevant experience in the construction industry.  Preconstruction Specialist Level II: - Bachelor of Science Degree in accredited construction related curriculum, such as Civil Engineering, Construction Management or equivalent plus 2 to 4 years of experience; or 7 years of relevant experience in the construction industry. Specific Knowledge, Skills, License, Certifications: - Ability to understand owner/engineer requirements with conceptual ability to work with minimal information. - Knowledge of construction, materials system, market conditions and trade practices. - Knowledge of estimating software (preference for Beck Destini, Accubid, Bluebeam, InSite, etc.) - Excellent computer skills and familiarity with Microsoft Office suite programs - Detailed and deadline oriented, well-organized and ability to prioritize. - Strong organizational skills. - Excellent oral and written skills. - Ability to communicate effectively with internal clients, external clients, and subcontractors. Provide recommendation on best solution. - Review design options and recommend best solution based on cost, engineering quality, method of construction, construction schedule, etc. - Subcontractor and Vendor Management - Assist in preparation and review final bid packages to ensure accuracy and completeness, prior to formal quotation. - Builds and maintains subcontractor and vendor relationships. - Ensures that at least three (3) quotes are received per bid package, unless otherwise agreed to by the proposal leader. - Verifies that only qualified subcontractors are considered in final subcontractor selection. - Meets with local subcontractors as needed. - Organizes and leads pre-bid meetings, if required - Works with the Business Diversity Coordinator when proposing on federal or public sector agency projects to develop a minority business participation engagement plan that complies with project requirements. - Receives quotes and conducts subcontractor analysis. Makes recommendation for subcontractor selection. - Assists the Project Director with the development of the Risk Register. - Assists with the contract manual/bid book development. - Maintain strong, supportive relationships with our internal and external clients by providing outstanding customer service. - Coordinate the design scope reviews with subcontractors and vendors throughout the preconstruction progression. - Post Estimate - Establishes and/or participates with the development of the project budget development. - Participates in subcontractor and vendor scope review meetings and selection, when required. - Participates in lessons learned meeting at project close. - May assist the Project Management team with change orders. - Follow projects during construction by site visits and various meetings to track cost accuracy. - Database Management - Assists with maintaining historical cost data. The Chief Estimator is responsible for managing and training department resources.   Job Responsibilities:  - Pre-Estimate: - Manages or participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development. - Manages or participates in the Estimate Plan meeting. Ensures that the strategy developed in the Estimate Plan is achievable within the time and resource constraints, considers multiple viewpoints to generate the win-strategy, and evaluates risks in a corporately responsible manner. - Maintains Preconstruction Schedule in conjunction with coordinating/assigning resources. - Estimate Development: - Manages and assigns resources required for multiple pricing efforts. - When in the lead estimator role, leads team of estimators assigned to a proposal. - Ensures estimating team has the necessary tools, information, and resources to accomplish the goals of the estimate plan. The Construction & Manufacturing Team is responsible for providing the field management personnel, from the craft worker to the Project Superintendent. The Construction & Manufacturing Team also provides the team member with logistical support; including but not limited to establishing per diem rates, company trucks for superintendents, and the coordination of arrival for team members as needed on the project. The Construction & Manufacturing Team provides continual training for our team members to support their development from entry-level craft workers, via in-house/online courses, to local jurisdiction apprenticeship programs. Strong networks are formed on construction projects because everyone on the team depends on each and every team member to get the job done.   In this role, you will be involved with managing design/build, construction management, or construct-only projects from project assignment through completion. Accountable for all construction activities on assigned project(s).   Job Responsibilities: - Assists project directors in responding to RFP’s including the preparation of conceptual estimates, schedules, and other proposal documents. Participates in client presentations if required - Monitors the progress of design documents. Participates in design review meetings and provides input regarding constructability, as well as scope and cost changes - Prepares detailed estimates, cost code input, and cost control systems - Responsible for preparing bid packages and invitation to bid inquiries, receiving and analyzing bids, qualifying subcontractors, and awarding subcontracts and major purchase orders - Works with the director of construction and construction core personnel to establish job organization including the superintendent and PCE requirements - Plans, sequences, and schedules the project with input from the superintendent and subcontractors. Manages the project schedule, conducts job site meetings and prepares updated schedules - Responsible for project cost control including updating labor cost reports, summary cost reports, and project status summaries - Coordinates requirements of governing authorities for permits, inspections, and final approval of the project with A/E - Maintains submittal control, including scheduling, receiving, reviewing, approving, and expediting submittals from suppliers and subcontractors to comply with the progress schedule - Manages client relations, including progress meetings, correspondence, periodic reports, change orders, and responses to client inquiries - Prepares requisitions for payment and other required project invoicing. Maximizes project cash flow through invoicing and collections - Prepares and secures owner acceptance of contract change orders. Issues modifications to subcontracts and purchase orders after owner acceptance and updates budget in the summary cost report - Manages payments to subcontractors and vendors, including reviewing and approving schedules of value, pay requisitions, invoices, and required insurance coverage - Manages subcontractor and supplier performance issues including documentation, default notices, and replacement, if necessary - Reviews and monitors project progress, quality and safety. Works with the superintendent and makes corrections as required to comply with contract and company policy and procedures - Assists in the development of construction personnel through mentoring and on-the-job training - Effectively manages project close-out tasks and any warranty work Education/Experience: - Bachelor’s degree in engineering or construction management or equivalent plus three years minimum in construction management Specific Knowledge, Skills, License, Certifications: - Expertise in managing resources, including budgets, schedules, and materials in an environment of multiple, competing demands - Knowledge of estimating, construction methods, engineering, equipment, and technology - Excellent understanding of safety procedures - Excellent organizational, supervisory, communication, collaboration, and analytical skills - Ability to travel per project requirements - Ability to understand and execute the company vision and values of Team, Excellence, Service, and Trust Haskell offers a very robust and comprehensive benefits package! Bachelor’s degree to be from an accredited university in architecture, engineering, construction management, or other degree related to the AEC profession. - Experience in technical design and/or construction expertise and background in Quality.
