The Chief Estimator is responsible for managing and training department resources.   Job Responsibilities:  - Pre-Estimate: - Manages or participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development. - Manages or participates in the Estimate Plan meeting. Ensures that the strategy developed in the Estimate Plan is achievable within the time and resource constraints, considers multiple viewpoints to generate the win-strategy, and evaluates risks in a corporately responsible manner. - Maintains Preconstruction Schedule in conjunction with coordinating/assigning resources. - Estimate Development: - Manages and assigns resources required for multiple pricing efforts. - When in the lead estimator role, leads team of estimators assigned to a proposal. - Ensures estimating team has the necessary tools, information, and resources to accomplish the goals of the estimate plan. Reviews and monitors scope, cost, and constructability during design development - Review proposal specifications and drawings to determine scope of work and required contents of estimate. - Estimate Development - Ability to estimate Civil, Structural & Architectural (CSA) Scopes of Work at all levels of design. - In addition to preparing detailed cost estimates, is responsible for reviewing the estimate with other team members. - Follows master estimate format for developing the Civil, Structural & Architectural (CSA) estimates, including but not limited to, work breakdown structures (WBS), forecasted wage rates, etc. - Ability to create estimates at various levels of design. - Review and verify the construction project schedule pertaining to estimated scopes of work. - Develop detailed scope of work clarifications associated with estimate. - Participate in pre-bid site visits. - Participates in design, scope, operations and estimate reviews. - Assess Value Engineering options on a basis of cost, schedule, and constructability. Provide recommendation on best solution. - Review design options and recommend best solution based on cost, engineering quality, method of construction, construction schedule, etc. - Subcontractor and Vendor Management - Assist in preparation and review final bid packages to ensure accuracy and completeness, prior to formal quotation. - Builds and maintains subcontractor and vendor relationships. - Ensures that at least three (3) quotes are received per bid package, unless otherwise agreed to by the proposal leader. - Verifies that only qualified subcontractors are considered in final subcontractor selection. - Meets with local subcontractors as needed. - Organizes and leads pre-bid meetings, if required - Works with the Business Diversity Coordinator when proposing on federal or public sector agency projects to develop a minority business participation engagement plan that complies with project requirements. - Receives quotes and conducts subcontractor analysis. Makes recommendation for subcontractor selection. - Assists the Project Director with the development of the Risk Register. - Assists with the contract manual/bid book development. - Maintain strong, supportive relationships with our internal and external clients by providing outstanding customer service. - Coordinate the design scope reviews with subcontractors and vendors throughout the preconstruction progression. - Post Estimate - Establishes and/or participates with the development of the project budget development. - Participates in subcontractor and vendor scope review meetings and selection, when required. - Participates in lessons learned meeting at project close. - May assist the Project Management team with change orders. - Follow projects during construction by site visits and various meetings to track cost accuracy. - Database Management - Assists with maintaining historical cost data. The Senior Preconstruction Manager is responsible for managing and training department resources.   Job Responsibilities:  - Pre-Estimate: - Manages or participates in design review meetings. Reviews and monitors scope, cost, and constructability during design development. - Manages or participates in the Estimate Plan meeting. Issues modifications to subcontracts and purchase orders after owner acceptance and updates budget in the summary cost report - Manages payments to subcontractors and vendors, including reviewing and approving schedules of value, pay requisitions, invoices, and required insurance coverage - Manages subcontractor and supplier performance issues including documentation, default notices, and replacement, if necessary - Reviews and monitors project progress, quality and safety. As an employee-owned company with an ownership culture, we work together for the benefit of our clients and each other.   In this role, you will be responsible for reviewing construction documents, submittals, and installations on a wide range of construction projects for the Building Envelope elements and providing written recommendations for improving or correcting the installations.   Job Responsibilities: - Responsible for reviewing construction documents (drawings and specification) for effective Building Envelope Detailing (assuring conformance with the RFP) and making recommendations to the Design Team on installations and products of the Building Envelope elements (roofing, windows, storefront, curtainwall, thermal protection, air barrier, sealants, etc.) - Responsible for reviewing submittals of the Building Envelope elements in accordance with the request for proposal (RFP) and contract documents - Responsible for attending and/or Leading the Preparatory Meetings of the Building Envelope elements including the production of the Meeting Agenda and Meeting Minutes - Assist in the verification of all Building Envelope materials and equipment before installation to assure conformity with the RFP, Contract Documents, and Submittals - Assist in the procurement of testing agencies for the Building Envelope elements (air Barrier, windows, storefront, curtain wall, etc.) - Responsible for coordinating and/or leading the initial and follow-up observations for the building enclosure with the Quality Coordinator, Project Management, and Design Team - Responsible for the verification of the correction for any deficiencies noted during construction document review, submittal review, observations, and testing Education/Experience: - High school diploma or equivalent with 10 years of relevant experience or a Bachelor’s degree with 6 years of experience. Bachelor’s degree to be from an accredited university in architecture, engineering, construction management, or other degree related to the AEC profession. - Experience in technical design and/or construction expertise and background in Quality.
